Nine councils, including Waltham Forest and Redbridge, are to reveal plans to take on devolved powers from central government.
Council leaders will meet in Newham to discuss ideas and formulate a business plan, arguing the current system of government does not acknowledge the “distinct characteristics” of the area.
The authorities, while acknowledging the strategic role of the Mayor of London and the London Assembly, are set to look at areas such as housing, social care and employment and aims of a potential partnership.
The government has said it is “open to discussions” on the proposal.
Council leaders in Barking and Dagenham, Enfield, Greenwich, Hackney, Newham and Tower Hamlets are to take part in the conference.
Sir Robin Wales, Mayor of Newham said: "The Scottish referendum has reignited the debate about the unfinished business of devolution for England's cities and regions.
"It is important that London boroughs, with their distinct and different characteristics make a major contribution to this debate."
