There were only seven one-bedroom council properties available last month, despite 3712 people on the housing needing a property of that size.
Epping Forest District Council released the figures in response to a Freedom of Information Act request.
But the authority refused to reveal how many properties are under-occupied, with rooms not being used.
The district council has identified a serious need for smaller houses and flats within the Local Plan, which sets out building strategy.
