The council is cutting staff but has not revealed how many could be out of a job.
As Epping Forest District Council looks to move a large part of its operation to North Weald Airfield it will be "reducing" the number of people it employs, according to leader Cllr Chris Whitbread.
When asked how many people were in line to lose their jobs, a spokesperson for the council said there was no quota for staff redundancies.
They added: "The Council has a policy of avoiding compulsory redundancies wherever possible.
"There are other ways to reduce our overall numbers.
"Some staff might consider voluntary redundancy, and as other staff leave through natural turnover we have always done a lot to promote and develop existing staff from within.
"The aim of restructuring is to improve the efficiency and effectiveness of our services to our customers – we are always looking for savings and better ways of working that minimise the cost to the council tax payer, but we are not looking at cuts in services."
