GANG culture must be tackled when children in problem families are still in their mother’s wombs, according to Iain Duncan Smith.
The Chingford MP made the claim last week at an event which saw him share the stage with representatives of Strathclyde and Merseyside police, which have pioneered successful policies to reduce street crime.
Some of the techniques have been adopted in Waltham Forest, where regular anti-gang operations are followed by suspected criminals and their families being offered help with addiction, housing and education.
“I am talking about intervening when the child is conceived, not even when born...It is about knowing which child is at risk and then matching the child to the programmes available that we know work,” said Mr Duncan-Smith.
